Understaffed Lifeguard tips?

At the pool I work at the "bosses" who calls the shots (who are based out of another state) refuse to recognize ratio. I understand there is not "official" ratio, but most pools in my state recognize the 1:25. There is one head guard, and she works between 8-12 hours a day, as well as the Aquatics Director. The head guard was sent home and later went to the ER for heat exhaustion. As a normal guard, I have a problem with this. The guys in the other state refuse to staff our pools appropriately, and it's just the beginning of summer. The Aquatic Director is doing everything they can with minimal staff, but otherwise her hands are tied. Any tips
Also, it is NOT the Aquatic Director's fault. She takes her orders from the guys in the corporate offices...who demand we not go over x amount of guards at any specific time.

This is a difficult situation to deal with. I am an assisting supervisor at a waterpark (I am second in charge when boss is around but first in charge when boss is gone which usually we are not scheduled at the same time) and sometimes I feel that we are understaffed because i know we exceed the 1:25 ratio every now and then but I have to do what is best for my staff and that includes getting them in the shade as much as possible, getting them a lot of brakes and water. We also encourage them to jump in for a dip every now and then during hot days. We also open a lot earlier in the season and close a lot later in the season than most waterparks so we get a lot of crowds early and later on.

Now, I'm not sure how big your pool is but my suggestion is that you talk about the severity of the situation to your aquatics director and demand to get things changed to hire more guards even if they are part time to give you all proper brakes. Now I have worked long shifts before and I do not mind this because I take proper precautions against heat exhaustion and I suggest that you talk to your co-workers and get them to drink more water and stay in the shade.
