i want to buy some sunglasses for my holiday...i want them to be UVA and UVB protected, i found a pair, but it only say
"catagory 3 protected'???

I did a search for you and came up with a number of articles concerning UVA, UVB rays. This one doesn't mention the use of sunglasses, but scared me have to death about going in the sun at all!

However, from what I can gather from other articles, "100% protection" regarding sunglasses DOES protect against both of those rays. As to "category 3," I couldn't find that mentioned any where. If you look at the tag on the glasses, there might be a number to call for questions. Try that while you're in the store, assuming you have a cell phone.
Since I live in the US, I can't help you find a pair, "cheap." You're going to have to make those calls yourself.

By the way, you'll get your driver's license soon enough, but then your parents (being the responsible parents they should be) will probably limit your use of the car anyway. Just give them time. Don't get mad at them. Their job as parents is to protect you. DRIVE SAFELY and they'll ease up on the rules. You'll see!
