The filters in Photoshop don't do justice to that style of illustration. The easiest (and best) way to quickly achieve the effect is to "Obama-ize" yourself at http://obamiconme.pastemagazine.com/ then open the image you create in Photoshop and change the colors.
All you have to do is use the magic wand tool ( parameters set to 12 tolerance, anti-alised, and NOT contiguous) and replace the colors with a fill.
