Your sink is almost certainly porceline over cast iron. If the scratches are minor, you can buy a bottle of porceline repair at any hardware store. I have bought it in a small bottle like white out and touched up scratches and chips.
I have never seen a paint for resurfacing large areas of porceline. There are porceline resurfacing contractors all over the country. Having one of thise firms resurface your porceline is expensive and not as good as the origional, but it is still pretty good.
Keep in mind that replacing a sink is not a really big project. That is what I would do before I hired a resurfacer. Porceline over cast iron sinks are expensive, but I buy all my sinks at my local Habitat for Humanity Thrift Store for $20 to $50 each. I save money and help out a great organization!
